Tide turning on downtown incentives?

He [Dave Kaptain] said he already has decided not to support any incentives for developers looking to build the Water Street Place condo and retail development where the former Gail Borden Library stands.

And Sandor said he does not want to give developers any incentives to build on the 20 acres the city has spent millions cleaning up north of the new library, where the public works building, Seigle’s lumber yard and auto salvage yard once stood.
